THE GLOBAL 91 INITIATIVE
We define tax revenue as “the price of maintaining a civilised society”. Taxation is also often seen as the “lifeblood of national economies”.
The Global 91 Initiative consists of two interdependent entities: the Multilateral Tax Treaty, and its administrator, the Global Tax Authority. Ownership of the Global 91 Initiative will be shared as determined by the corporate structure and will include shareholding by all financial members.
Currently the world is divided into “developed” and “developing / emerging” nations. Whilst this classification is in many ways overly simplistic, it remains the existing framework for discussion. Our mission is to minimise and eventually eliminate this distinction by providing a pathway for all member countries from “developing” to “developed” status.
The economic gap between developed and developing countries has been, with exceptions, widening rather than narrowing. This economic development stagnation has led to younger members of these societies migrating to developed economies, often illegally.
Furthermore, corrupt governments have failed to use revenue collected through taxation for the good of the population. Our multilateral tax treaty will reverse this trend.
The transition from the bilateral tax treaty regime based mainly on the model tax treaties published by the United Nations (UN) and the Organisation for Economic Cooperation and Advancement (OECD), to our multilateral tax treaty will render the thousands of bilateral tax treaties obsolete.

Our goal is to engage with stakeholders to encourage countries to migrate from the complicated, confused, and increasingly ineffective bilateral tax treaty regime to our multilateral tax treaty and start on the pathway to economic prosperity and political stability.
Our multilateral tax treaty will provide our member countries, when properly governed, with sufficient tax revenue for both developed and developing nations to achieve and sustain desired standards of living.
The Global 91 Initiative was conceived and developed in Australia, will be based permanently in Australia to take advantage of the widely diversified, yet supremely compatible, ethnic mix, huge mineral reserves, stable government, and strategic, yet isolated location.
